Video freezes after power surge on USB port

After the power surge my CPU speed reduced /CPU multiplier fixed at 2.5/ and i added the CPU speed to previous speed in BIOS.I reformatted XP Pro,the ram speed is normal but video still freezes.The CPU is PIII.
