Could someone recommend what they believe to be the best software to use to build up a network diagram? It doesn't matter if it costs, or if its free.

Microsoft Visio it has all the things you need.

This is for future reference:

 

You could use a online network diagram software like Creately to draw / design network diagrams / topologies. Usually online tools are platform independent and collaborative. Your network diagrams will be saved online to access from anywhere.

There is also Network Notepad. They have a free and professional version.
