Hello,

I have bad news for you. Your system is totally compromised. Full of backdoors/trojans... using rootkits to hide its presence. Since you are not be able to run in normal mode anymore because of explorer that won't load, it looks that it already damaged a lot.
Keep in mind, malware damages your system, sends your personal info all over the internet, including all your passwords.
Your windows is not patched either... No service Pack 2 present, so you are wideopen to reinfection.
Also, you don't have an antivirus and firewall (which is now to late too install, since it won't properly install in safe mode and the damage the malware already caused is huge and I don't think we can repair this properly again).
That's why I recommend you format your system and reinstall Windows again. Because even if we try to clean this up manually without a format, this system can NEVER be trusted anymore.

Important Note! After you reinstalled Windows, please update ASAP to Service pack 2! Because an unpatched system gets infected immediately again... even with the best Antivirus and Firewall installed.

Then install an antivirus and firewall:
AVG, AntiVirŪ OR Avast are good FREE antivirus.
Never install more than one antivirusscanner or firewall on your system! Several together can give problems and decrease the reliability of it seriously!
Zonealarm, Agnitum Outpost Free OR Kerio are FREE firewalls.

Understanding and using firewalls

CHANGE ALL YOUR PASSWORDS! So, don't use the passwords anymore you used before, because those are KNOWN!
