Can you connect to your own home network? Do you try connecting to a password protected wifi by viewing available network of your network icon on the down right side or notification area?

Do you mean entering the password thru your browser? The purpose of wanting to access the router settings is by a browser but not when entering any password key in a dialogue box after choosing the desired SSID network. Did you check your device manager for any flags?

Post the results of a minitoolbox as requested by InadequateInfirmity. You may also want to check the proxy settings inside of Internet Explorer.

I suggest that you create a new topic here.

I am thinking that your machine is infected.

But one thing that you can try is to uninstall bullguard and replace it with Avast.
http://www.avast.com/download-thank-you.php?product=FA-AVAST&locale=en-ww

Then please do the following.Open Elevated Command Prompt Click Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run as administrator.

At Command Prompt, type in the following hitting enter after each command:

netsh int ip reset reset.log

netsh winsock reset catalog

ipconfig /release

ipconfig /renew

ipconfig /flushdns

Restart computer.
