Cant run new usb device when it did 2 weeks ago

Have new diagnostic tool for automobiles. When first installed it worked fine. Now in device manager in ports {COM & LPT},Prolific USB to Serial Comm Port {COM4} properties reads "Cannot start" and tells me code 10. I have reinstalled latest driver a few times to no avail. I noticed in my hidden folders in "non plug and play drivers"; the driver called "Serial" has yellow sign slso. In properties its device type is -non plug and play. Its manufacturer is unknown as well as its location. That can be because I dont have that particular device plug in my computer correct?? Trying to give all info I can. Running Wins xp on Toshiba Satellite Pro. I believe my computers specs are here in web site. Could really use some help, I rely on having a scan tool to make my living. Thank you in advance.

thanks for input but I tried everything link said to try and no luck. Now the non plug and play driver that is titled "serial" is that a clue where my problem lays. Or is that a device that is not plugged in at this times. My thinking is it might be a clue. Drivermax does pick up this driver as needing to update as does a couple of other programs. This is driving me crazy and I really need this to work. Losing money every friggin day. Anyones help would sure be great and thanks again for your input and time!!

Have you tried reinstalling Communication port along with your diagnostic tool?
