Dhclient does not recognize config files

Once again I am unable to get the dhclient in Debian Squeeze (v6) to react to its supposed config file. All I want it to do is prefix the resolv.conf with a localhost entry so that dnsmasq can do DNS caching. But just as with Lenny (v5), it simply ignores anything put in the config file. Has anyone managed to get it to actually do something other than its default behavior? If so, how?
