Can't Get The Printer To Work

My father-in-law has a del computer(desktop) and he has an HP 1310(?) printer. When I sign on to the computer there is an error message in the systemtray. The error is something like: 1 document pending. I click onto the printer and it has the document listed that was to be printed. I tried to delete the printing of the document and it wouldn't delete. I've tried to delete, cancel, and restart printing of the document and nothing happens. It started with 3 documents pending, when I cancelled the printing it cancelled all but the 1st one. If this makes any sense, does anyone have any suggestions? I also turned off the printer to try and reset it. I didn't unplug it though. Could that be the problem? Any help is appreciated. Thanks.

OK, I tried that and the 1st steps of the troubleshooting emptied the print jobs. Thanks. Now for the 2nd part of this, when you try to print something it prints the major headlines of articles and if there is a picture it prints the box around the pic but it won't print the body of the article. An example is if you print a page with an article and the page has Yahoo adds and say a picture of a guy, it will print the border around the picture and the Yahoo but it won't print the main body(article) on the page. I checked the settings and they seem to be OK but I'm not real familiar with printer set-up. This printer also has a scanner, it appears to be working. Thanks.
