Sporadic/unstable internet speeds on laptop

Hi, no idea what's wrong but one of my laptop is suffering from really low down/up speeds whereas another laptop of mine is working fine and getting the same down/up speeds we usually get. So i figured there must be something wrong that has nothing to do with the modem/isp/router/connection but the laptop itself and possibly a malware/spyware deal. Also it seems to run fine wired.. so no idea

edit: after awhile my wired connection on the laptop was starting to get affected

edit2: poted in my DDS logs and GMER log. However when i tried to run GMER it wouldn't let me choose what to scan and it was all grey'd out. an image http://puu.sh/uXjD

Ok so apparently it WAS the isp. do i still need to reset my host files? is my computer fine? or is something else wrong?
