Windows 7 Themes not working at 100%

Heya BC, I was wondering if someone could help with me with a problem I have been having for quite some time.

I always loved using different themes on my PC, and love customizing my desktop. The problem I am having though, is that on my windows 7 platform, the themes are not loading 100% correctly and I have no clue why.
For example, take this theme: http://browse.deviantart.com/customization/skins/windows7/visualstyle/?order=15#/d4zlgkx

I put it into the themese directory folder and loaded it however the Icons and font refuse to change when I loaded the theme. This goes for any other theme I have also.
It seems that I can get the visual style but the folder icons and font refuse to load at all and I have no idea why. Any idea as to what the problem could be? Basically, how can i get my themes to load the icon, folder, and fonts?
