Open Windows Explorer, navigate to C:\Windows\System32 folder and double click on taskmgr.exe file.
Will Task Manager open?

Tried that already, I saw the taskmgr window for less than a sec. I don't see it anymore unless I reboot the comp.

Try to right click on the file and click "Run as administrator".

We can also check if it's not disabled in registry.
Re-run System Look with this code:

:reg
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\System

Did the problem start recently?

See if you have same issue in safe mode?
