I have Norton Internet Security version 18.1.3 running on Windows Vista Home on an HP Pavilion dv5. I noticed that while NIS will update it won't launch a full scan when I ask it to do so. I also note that the idle time scans have stopped starting. What could be wrong? How could I run a scan?

You posted about a day ago. I also suggest checking the Norton users' forum, community.norton.com if you have not done this already. Note that the version you quoted is not updated. You have a few Live Updates to run. Restarts of your computer would be required for some of them.
