windows won't let me uninstall programs

When I go to add/remove programs windows says " The system administrator has set policies to prevent this installation" i click ok then it says " you do not have sufficient access to uninstall itunes please contact the system administrator I am logged on as the administrator and am the only user. I can remove it from the start menu if i choose the uninstaller and run as administrator. I also have a problem when I try to put the computer to sleep. It generates a blue screen error below. It will sleep right when it boots but once I open a browser it locks up. Gary from www.malwareremoval.com referred me to guys for help. Thanks.

Open Notepad and copy the text below into it and save it to your desktop call it msi.reg then right click it and select merge Reboot your machine.

run sfc /scannow
