I hope I am in the right place, this question is about Video. I have AMD 6870 Video Card. I play a game called World of Warcraft. Given the video card is one of the tops few AMD offers, it performs as such. So I play on Ultra settings. For the most part everything runs smoothly. On occasion when I enter different environment, as I fly on my fast mount from one place to another, I would get momentary video jolt, as in everything freezes for a 1/20th of a second but I can live with that. What I can't live with is that even when I lower video settings to high, when I enter a room and walk about, especially after I speak with the vendor of any kind, when I try to walk, I get this smooth stuttering in video appearance. It looks like everything is "drunk" and gets choppy yet smoothed delays, and it feels like the video does not flow any longer and is heavy. So I either need to stop moving and resume moving for this thing to disappear, or I have to enter close environment like a room and get outsider, and then it stops. Any idea what that may be?

That stuttering that you are experience can be attributed to poor network connections. So the server is hosted on or near the same network segment?

I am in Eastern timezone, the server which I play on is in Pacific timezone. So we are far away. Also, I don't get that particular issue in the open space environment, only inside the close proximity walls such as bank or vendor house, Inn, etc. So am not sure if this is network issue. But I may be wrong.

so your ping times are not 15 to 17 ms. Your ping times would be between 80 and 150 at the very least.

Can you provide me with a server IP address if you can find one?

Which service you are using. Looks like ping is ok. 199.107.7.45 is the updated IP. Possibly is the true one.

In any regard, what else can it be?

Network congestion and poor network performance between you and that server.
