Windows Fatal Exception

Blue background with "WINDOWS" at the top and a message that says, Fatal exception OE has occurred at 0028:C0032276. The current application will be terminated.
* Press any key ... (which does not work) or
*Press CTRL/ALT+DEL (which also does not work).
Suggestions?

Have you install any new hardware or update drivers resently?

I installed a new Norton (System Works/Personal Firewall/Anti Spam) packet. It was happening before that, but not nearly as frequently as it does now. Thanks.

Update your video driver. It is possibily corrutped.

While there are many causes, all-too-many in fact, of fatal exceptions. The fact that you did something to Norton led me to this article (189655,October 1965) from MS Knowledge Base:
