Can't run .exe files

Please help

I've read through all the posts and guides about how to fix this problem but I just can't seem to find the right solution!!

I use Windows 7, I can't open any .exe files, so I can't run Malwarebytes, SUPERAntiSpyware, Ad-Aware, etc.
I've tried using all versions of rKill but none seem to work.
They just close after a split second. I've tried doing everything in Safe Mode but the results were the same.
I've tried renaming them to iexplorer.exe but that didn't work as well.
I've tried saving everything on a flash drive and running from there but I couldn't run anything.
NOTHING seems to work and feel frustrated. PLEASE Help!!!
