Scammer caller gets through my reject list

The number is 405-759-4804. This person is calling me at random times of the day and not leaving a message. When I pick up, no one answers the other end. I added this person to my reject list both the number I listed plus the 1 in front of it. They're still getting through. How do I report this person and/or block them for good? My phone is a 2 year old Samsung Rugby 2.

I add these types of calls to my contact list, label them as Spam1, Spam2, etc., then check the little box that says, Send calls directly to voicemail.
They never leave a message, so I never hear from them again. :)
