Screen reset to lowest resolution and multicolored bars

I have Windows XP installed on a 7 yr old Howard Laptop. After simply turning on the computer yesterday I noticed it booted up in lowest resolution settings and now has colored vertical bars. I attempt to change resolution to no avail. Here is a picture of what it looks like:

Have you tried uninstalling the video drivers...and then resinstalling same?
