Windows 7 Firewall Problem

I am receiving an error message when I attempt to start Windows Firewall. The message is,

Windows Firewall can't change some of your settings.
Error code 0x80070424

I have read another topic on this issue and have run the FSS.exe Services Scanner, and have received slightly different results. My log reads,

Before helping you fix firewall issue we can make sure PC is clean

Download

aswMBR

Launch it, allow it to download latest Avast! virus definitions
Click the "Scan" button to start scan.After scan finishes,click on Save log

Post the log results here
