Tracking program?

Hello to the smartest people I know!! I had asked sometime last week what the DCA_X_.dat where the exes are some nonsense like white list and the like. I found these once while del my temp files, which I do a couple times a day. I opened one of them to see if I could see what they are, that is :when I found out they were .dat files that were tracking. My question is this: If I post the .dat files text in here, can one of you tell me how to see what program is doing this? This isn't malware or spyware or another type virus. Trust me.

Jann oh, I thought it was Google Chrome, because my last upgrade of Avast installed it, because I mindlessly clicked ok and didn't take the check mark off that option.
