stop mouse from auto scrolling

When I depress my mouse wheel in Thunderbird, and MS Excel a small circle with arrows appears and than just moving the mouse causes the screen to scroll.
I find that irritating and would like to know how to disable that feature.
I am using a MS Bluetooth wireless mouse in Win 7 Pro.
Thanks for any suggestions.

That is by design of course.

Try the control panel, Mouse applet. On my laptop if I go to Advanced and then Advanced feature settings I can change many things. Maybe there for you mouse. Or if you installed the MS software look in there too.

Thanks for the suggestions but nothing in the mouse options address that, only switching button options, scrolling speed etc.
