Busy cursor on touching new windows

Why is that sometimes the cursor turns busy when it touches a new window?Any technical reasons for that?

If that particular program is in the middle of doing something or is hung, it will turn the cursor busy.

If it looks like I know what I'm doing, there's a pretty good chance the only reason for that is because
I once asked someone to run chkdsk /r and a BC Advisor smacked me in the back of the head.
