Missing Config.Msi

I cannot install anything from Microsoft. I keep getting an error that the config.Msi file is corrupt or missing. I cannot find it.
I am trying to Install Silverlight so I can also install Microsoft Expressions to convert impv files.
Any suggestions? I am using Win XP Professional SP3
