External Hard Drive

I needed to format my computer which has Windows ME. I purchased a Seagate external hard drive. It worked fine, I backed up my data. After reformatting, I cannot open the external hard drive. The computer tells me the files needed cannot be found. It is looking for C:\windows\options\Cabs. It says I need to install a disc labeled Millenium Edition. The only disc I have by that name is the one for reinstalling the O.S. and it doesn't remedy this. Is there a disc that I need to buy, or would Microsoft have a download that would help? Thanks for any help.
