The commonest cause for this symptom is failure of the CD section of the dual laser. To test for this, try to boot the laptop from a bootable CD, such as a Windows XP installation CD or a Linux Live CD. This eliminates the Operating System from the equation - if the laptop boots from the CD, then the drive can read the disc and the cause will presumably be found in the Windows installation. If the drive can't read the CD, you can try cleaning the laser lens, however a dirty lens preventing reading CD only would be unusual. Other than that, laser failure is indicated.
