I have a pc running windows xp pro sp3 , when you first boot up, and double click internet explorer, home page comes up.. If you open any other program first, it may take 8 or 9 attempts for the homepage to load.. Works fine in safe mode, even opening other programs first, and i have completely re-installed .. i do not have the original os cd, nor was there a partition with it.. so i used another xp pro cd to get the I386 folder ( ie.inf file ).. It has made no improvement..thanks in advance

You could use a different browser like Firefox or chrome.

firefox -- http://www.mozilla.org/en-US/firefox/new/

chrome-- http://www.google.com/googlebooks/chrome/

it could be that your internet is slow?
So many ideas in mah brain !!!!!

How about setting another home page and disabling add-ons to troubleshoot the problem? Make sure cache files are cleared most of the time. A slow internet connection could also be the cause as suggested already.
