Help turning on Windows Security System and computer is running 1000 mph.

Hi, I recently just got my firewall back up and running and now i have a new problem my windows system is turned off and i cannot get it back on. Everything seem to be working fine until about a week ago i have windows security essentials on it now, i have deleted almost everything that i do not use on my computer and yet it run absolutely slow. People tell me that i may have to restore but i was hoping for another way around that if there is any or an inexpensive software to buy to help get my computer running a bit faster. Thank you.

Hi -
Are you using the Windows Firewall, or a 3rd party Firewall (another brand / company) -
What exactly do you mean by "My Windows system is turned off" as this makes not much sense without more detail -
