It really bothers me when I need to check something really quick and doscan.exe delays everything. It slows down my computer and makes something simple like checking the weather, gmail, emergency closings to something that takes like 15 minutes.

Do you have Symantec AntiVirus Corporate Edition? If so doscan.exe is a component of that. You might check if there is a way to disable or delay start that process? I don't have or use the product so I cant answer if that can be done. If you never had Symantec AntiVirus Corporate Edition it's possible that process is malware masquerading as a legitimate process. If you did have Symantec AntiVirus Corporate Edition but uninstalled it, this is a left over remnant of that application.

I also don't run Symantec antivirus products but I found a couple of references for removing Doscan.exe.
