Shut-Off Menu Disappears

Having an Issue in Start > Shut-Off Radio Button > Menu Pull-Down > Selections...Every Time I click on The Menu Pull-down To Pick what I want to to do, and start to run my Cursor over to make a Selection, the Menu Window Poofs.(it takes from 6-12 Tries to get it to Stay)
How can this be Fixed so it works right??

Is it on a laptop with touchpad or a mouse while making any choice? I've had this problem before and I think its on the mouse having to be replaced.

This is happening on my Desktop PC.
I use a Logitech MX5500 Wireless Keyboard & Revolution MX Mouse Combo, never had any Issues with these before, and have used this KB/Mouse for over 2 years, and no prior Issues.

Is it wireless using batteries? Did you try changing for they could be weak or drained?

Wow, didn't get an email update on this??
Anyways, Yes I keep Fresh Batteries in my Keyboard (usually change them when they get to 40%), the Mouse always goes in the Charging Station when I'm not using it.

click the start button, cursor right 2 x, cursor up/down then enter on what you need (this is the keyboard equivalent)
