dual monitors

ive just installed dual monitors via a vga dvi graphics card everything is ok except when i click n drag a webpage it wont let me

will it let you click and drag other programs when you have them open or is it just the browser that will not drag.
its been a few years since i played with using 2 monitors ,but i do remember having to use special software to use other monitor for more than just stretching the desktop over the two monitors.
like the ones in the google search results .

Have you tried dragging them over in a non maximized form? On the top right of your browser click the middle button to shrink the screen down to a smaller size. Will it let you drag it over then?
