STOP: c0000135 {Unable To Locate Component} consrv was not found

I recently tried to remove a virus from my computer with Microsoft Security Essentials, and part of this process involved restarting the computer. However when I did so, my computer got stuck in a restart loop and none of the options for repairing or restoring would do anything. I disabled the automatic restart on crash option and got a blue screen with this error message:

“STOP: c0000135 {Unable To Locate Component}
This application has failed to start because consrv was not found. Re-installing the application may fix the problem.”

I did a bit of googling and found this site. I saw that other users with similar problems were told to run FRST and post the resulting text log, so I went ahead and did that and will attach it to this post.

Any help with this would be immensely appreciated.
