System Tools Empty and Admin Tools Missing Item

I just finished disinfecting my computer and correcting some resulting problems with the assistance of the "Am I Infected Forum" here:
http://www.bleepingcomputer.com/forums/topic438598.html/page__pid__2565682__st__15#entry2565682. At least 3 problems remain and the person helping me there suggested that someone here might know of a fix. The System Tools in start-all programs-accessories is empty and the Administrative Tools linked to from Control Panel is missing Computer Management.I found that I could get to Computer Management, though, typing compmgmt.msc in the run box.As far as I know it may be missing something else.It only shows Component Services,Data Sources, Event Viewer, Performance Monitor and Services. Also System Restore failed even after I tried it with about 5 different restore points. I say at least 3 because these are just the 3 I'm aware of, there may be others.

COpy the contents of administrative tools to

%ALLUSERSPROFILE%\Start Menu\Programs\Administrative Tools

or

You can use this tool to recreate your admin tools

copy the contents of system tools to

%allusersprofile%\Start Menu\Programs\Accessories\System Tools

If you're missing whole ACCESSORIES folder then use this tool
