winsxs won't clean!

I jut inherited a Windows Vista (sp1) from my sister. It's been through a lot of programs and users, and I've been cleaning it like mad so I could have plenty of room for partitioning. I was sorting through the storage hogs and came across the winsxs folder.

To give you an idea of how bad it is, the folder is 17 GB! According to my research, that's exceptionally large. I've uninstalled most of the applications and run the vsp1cln(yay for sp1!), and it hasn't made a dent. I'd be happy just to reduce the size to 10 GB. I know I'm not supposed to mess around that folder, but isn't there something I can do?

Why not just do a clean install or restore to factory defaults...to eliminate any O/S and software problems that previously existed?
