HP laptop doesn't display background

A few months ago my HP laptop stopped displaying background pictures. I can change the color of the background, but doesn't change if I tell it to do a slideshow or use a picture from my hard drive, and when I try to change the themes it only changes the look of the windows and the default sounds.
I looked it up and found a few other people having similar problems, has anyone heard how to fix it?

In the start menu, right click Computer and then select Properties. Scroll down to the bottom of the dialog box. Does it say that Windows is activated?

If it looks like I know what I'm doing, there's a pretty good chance the only reason for that is because
I once asked someone to run chkdsk /r and a BC Advisor smacked me in the back of the head.
