Malwaare - Cannot Run Programs

Thank you for reading my post. I recently viewed an infected website (was on hypem.com) and could tell that something happened immediately. I tried to run Kaspersky but computer shut down. When restarted I could not run any programs. I tried to reinstall Kaspersky, which I was able to do successfully; However, any time I try to run it, or any other program, I get a window asking me which program I want to use to open the file. This happens with any program I try to run. I am able to open IE, and I can access all my files. I cannot run any programs though. I thought about just removing all files and reinstalling Vista, however I do not have my original install discs. Would prefer to fix if possible. I would appreciate any advice or instructions. Please let me know if I am leaving anything out or any questions. Thank you!

Extract and launch the registry fix ,click YES when you get the UAC prompt

You should able to launch applications now

This is a bit late but thank you very much for your help. This fixed my issue and I was able to run Kaspersky which quarantined the virus. I can't believe how easy of a fix this was! Thanks again!
