VGA Cable problem?

Hi my screen kinda smudges.. like a white effect say desktop icons for example.. they have a smudge effect I move my VGA cable and it either gets worse or makes it disappear does this mean I need a new VGA cable or the thing its connected to?

1. What kind of monitor are you using? CRT/LCD....

2. Have you tried connecting your monitor to a different computer/laptop? Using the same cable first, then a different VGA cable.

Definitely not a problem with the video card/chipset in your PC.
