Cant D/load Torrents.....network diagnostics a MESS

Hello !...been driving myself mad !!
My PC
Windows xp sp3...fully updated.......avira free antivirus.......malwarebytes....windows firewall.
Problem.
I use utorrent to download torrent file....principally old music...Beethoven etc....from tha point on I am stuck !
will not downoad. Did all the user friendly settings etc etc in the torrent client ...all to no avail....even changed torrent client.

Ran Network Diagnostics....included on my Hp pavillion......it returned the following::

everything else on my PC works admirably.....no internet connection probs, runs like a dream.....

EDIT. I tried the same download in Safe Mode, and everything was fine...d/loaded at quite a decent rate. As soon as i returned to Normal mode....No Go !

and i was a little woried i may have a bit of a seach on my hands to locate my own post in this forum.....NAHHH...easy.....tis one of three only that have no replies !!....lol
I went hunting in task manager and found a service starting called " sql browser' shorly after booting up. To cut a LONG story short....I have disabled it completely and ALL is well.
PC is now back to running like a dream.
