Hey there, I can't really explain whats happening but every time i reboot the pc norton antivirus pops up saying it has stopped an email from sending out then a few seconds later a bunch norton antivirus message pops up saying it has stopped an email from sending out and it basically seems like I'm getting a lot of pop up of emails wanting to get sent out but norton stops it. If anyone can help with this problem or know what this is I'd appreciate its really getting fustrated. Thanks in advance.

Does Norton provide any additional information?
What application is attempting to send them out, and can you find a sample of the message being sent? I think it would help to understand what Norton is preventing, and the exact message Norton is displaying in its warning.

It is I believe trying to send out some kind of email to random email address i wish i could get a screen shot of this but i did search the web and found some people with the same problem but i couldn't resolve my problem from them but if you go here http://www.techspot.com/vb/topic16784.html and take of look at the first screenshot of the message. That is excatly what is happening to me.

Sounds like you have a trojan that has planted an SMTP engine in your machine that is sending these emails in an attempt to propagate itself. Try running A Squared Free. This is a trojan specific anti malware program that will likely help.
