Hello! I have a brand new SATA HD and I want to put my new 64-bit Win7 on it. Question is: if I remove my old SATA drive and plug the new drive in, will I be able to partition the new drive using the 64-bit Windows7 disk, or must I get 3rd party partitioning software and run it from my flash drive first??

As is the case with all Windows Versions, you will be given the opportunity to create partitions as part of the installation process.
