Can't run FixNCR.reg successfully

I've got the "Win 2012 Security" virus sadly. I removed the 2011 one last year but I'm having problems right now. I'm using the steps from http://www.bleepingcomputer.com/virus-removal/remove-win-7-antispyware-2012 but I came up with problems during the first step. I borrowed my Dad's computer and flash drive to download FixNCR.reg. When I plugged the flash to my drive and tried to open the file it just froze. Showed the pointer with the "loading" circle spinning next to it. So I downloaded it off the internet with my infected laptop, put in on my desktop and the same thing is happening. I can't click on anything on my desktop and it's still "loading". Downloaded RKill and it's just the same thing. Allows me to download but nothing runs. When I try to load certain .exe programs it says it's not available and I'll have to search for a program to load. Any ideas for my new first step? Thanks so much in advance.

Hi

Ignore rogue pop ups

Copy the malwarebytes installer to the infected PC

Right click on the installer

Select-Run as administrator,install it

Update and run a full scan

Just tried it, it froze up as it had before. I saved it to my computer, and when I hit Run as Administrator my documents window is now frozen as well. Thanks for the suggestion though!

Can you try that in safemode?
