Outlook Business manager

When starting my Outlook I get a message stating " cannot start Business Contact Manager because the SQL Server service (the Business Contact Manager database service is not running) Start the service and then restart Outlook."

I try restarting the SQL server but it will not work. I think I may have accidently removed a file when cleaning out my registry and I don't have the original installation disk.
