Computer won't install .exe files, many files corrupted

Hi there,
I'm writing this for a friend who cannot do much on his computer at the moment. It is saying that the files are all corrupted and when we attempted to run svc /scannow and look at the log file, after a restart it won't allow us to view said log file saying that the file is corrupted. The command prompt also listed that there were files corrupted that were also unable to be fixed.
He had just gotten rid of Norton Security and installed Avast. Can anyone help us?

After a system restore to factory settings the computer now will no longer connect to the internet and has a Disabled.cryptsvc from MBAM.
