ArcadeWeb infection, and currently trying to remove

So, my brother's computer is infected with ArcadeWeb and possible other viruses. The computer is running Windows 7 Home Premium. I am currently running AVG 2012 and Malwarebytes, and they've been running for quite a while. I tried deleting the Program Files x86 folder for ArcadeWeb, but it didn't work obviously. Also, the firewall can't be enabled, probably from a virus or something. I tried to turn it on and it says, "Windows firewall can't change some of your settings. Error code 0x80070424." I was wondering if I could have further help with this? I posted first in the wrong forum, sorry! Thanks!
