I got this pop up "Search Settings" which is run by Spigot. Got it while downloading "YouTube downloader". After many tries it appears this malware is inside on youtube downloader. I removed YouTube Downloader and got rid of it. From what I read, it's a spyware, malware. I'm not sure if I got it while downloading from CNet.com or when I downloaded a video.

Spigot is a software company that offers free extensions (i.e. iObit Toolbar, Widgi Toolbar) for Internet browsers.

Many toolbars, Add-ons, screensavers, and weather monitoring programs come bundled with other software and can be the source of various issues and problems. They usually can be removed via Add/Remove Programs or Programs and Features in Vista/Windows 7, so always check there first.
