USB ports behaving sporadically

The USB ports on my family pc are behaving sporadically. They've gotten so bad that they are not even recognizing that a device is plugged in. I plug in a USB device and I don't get the device connected sound. When devices do work, they randomly disconnect. They are very unreliable. Is the motherboard failing? I just recently preformed a Windows 7 upgrade from Vista home premium to 7 home premium. Could this have something to do with it?

What computer model and usual devices are they? When a USB device is first introduced on a computer, usually Windows will detect and install generic drivers for it to run and recognized. Did it worked before flawlessly and have you tried reinstalling USB ports on your device manager?
