Applications only run as anybody but a particular user

I have a windows 7 system here that will only run ANY application as administrator.

The domain user is in the administrators group... the profile is active and has been re-synced..

can not select things like "properties" when I right-click "Computer"

It's like there's a DLL missing, but only when anybody but the admin is logged in. It's really freaky.
