Outlook Express Problem?

I just got a new laptop and I'm having a problem with outlook express. The problem is when I'm connected using a dial up connection everything works fine, but when I'm connected via a wireless network I can receive but not send messages thru OE. I get the error: Connection to server failed 0x800ccc0e. My account is with bellsouth and they were zero help. I can send and receive if I go directly to their website and other webmail works fine too. Is something setup wrong on OE?
