What is clear my tracks by process8651

Please help!!
My computer (Dell Inspiron 1525, Vista Home Basic) has just gotten very slow and when I check Task Manager I see that a process called:
inetcpl.cpl,ClearMyTracksByProcess 8651

When I close my ie8, this process goes crazy using up 100% of my CPU and80% of my memory.
After several minutes it calms down and then goes wild again and then disappears from the processes.

I have uninstalled IE8 and there is no problem when I use IE7.
Reinstalling IE8 causes it to go wild again.

Can anyone explain this behavior and tell me how to stop it?

While doing a search for this I found your post about the same thing here at Major Geeks

You did post there that the issue has been resolved.
