But i want to save and have the installlation file of it, so that after reinstalling windows, will not have to dowanload it again.

Well, I searched for `Windows 7 language pack download` using Google and this link came up right away.

I'm quite sure that these are the legitimate file that you were looking for as its hosted on the official windows update site.

I was browsing through the Microsoft knowledge base and found this: http://support.microsoft.com/kb/2483139/en-us

It says

The Windows 7 language packs can be installed only from the Optional Updates section in Windows Update. However, these language packs are not available on the Microsoft Windows Server Update Services (WSUS) server or through the Microsoft Download Center.

So... maybe its not possible to install by this way.
Official way might involve extra operation in order to install it successfully.

and, one more question: Have you downloaded the correct one (32bit or 64 bit) and do you have Windows 7 Ultimate or Enterprise?

Yes, It looks like additional procedure has to be taken before it can be installed.
And I recommends you try it from Windows Update if you haven't done it so.
