Hosting - What is necessary for Ind. Design Portfolio

I need some guidance in picking a host for an Industrial Design Portfolio. The site will need to handle many project designs and photos.
Would appreciate some help deciding what would be needed - how much storage space and which basic web design tools are needed.
- domains and website design are unknowns...

Do not have a clue what any of these things are useful for:

Unlimited MySQL Databases with phpMyAdmin Access
- Programming Language: CGI, Fast CGI, PHP 5, Ruby on Rails, Perl, Python, SSI
- Programming Modules: Curl, CPAN, GD Library, ImageMagick
- System Management: SSH Access and Cron Job Scheduling
- FrontPage Extensions

Mambo and Joomla? Zen?
Storage space?

I want to stay under $10.00 a month. It is for a college project for my son - may only keep the site for a year.
