GTA 4 not running smoothly on my PC

I am having problems with GTA 4 game.
I recently bought a new computer:

-Windows 7, 64 bit (home edition)
-Gigabyte motherboard GA-H61M-S2V-B3 1GB , 128 bit
-Intel Core i3-2100 CPU 3.10 GhZ
-4 Gb PC 1333
-Gigabyte AMD Radeon series HD 6450 graphic card
I was told that this system would support GTA 4 without problems, yet when I play it is all choppy ( especially when I drive a car) and that is after lowering resolution and all those special effects (shading, drawing distance, tec.)
I also have a Gigabyte Nvidia GT 240 video card and the game is acting the same way with that card.
Which one of those two graphic cards is better?
Is my system not strong enough for this game or is it something else?
Please help.
